Since
1999, school enrollment has increased 36%, but school expenditures have
increased 64%.

During
this period, total expenditures per student increased 21%, from $8,542 per
student in 1999 to $10,314 per student in 2006.
Capital
spending on bricks and mortar nearly doubled in the last eight years,
increasing 90% from $33 million in 1996 to $63 million in 2006. Spending
on instruction increased at a lower rate of 79%, from $113.7 million in
1999 to $203.6 million in 2006.
The
emphasis on building at the expense of instruction has created a situation
where we now have excess capacity in our schools (nearly 4,000 empty
slots) while student-teacher ratios have just held steady, hovering around
13 students per instructional personnel.
